Story:  Britain has become a closed country under a totalitarian government.  Emigration is now virtually impossible.  Dr Vickers wants to leave Britain but has been refused an exit visa by the Public Control Department, otherwise know as the PCD.  Crusading journalist Jim Kyle is scathing of the government and the PCD in particular, in the only non-government owned newspaper.  He also runs a secret underground organise that helps people to leave the country illegally.  Vickers turns to Kyle.  However, the PCD have eyes and ears everywhere.  Will Kyle be able to get Vickers and the rest of his escapees out of the country before the net tightens...?

2:  When Did You Last See You Father?

Story:  Vickers finally manages to leave the country, but is forced to leave his wife and daughter behind.  Under international law Britain will have to let them leave the country once Vickers becomes resident in another country.  The PCD are not happy with this.  Will they be able to find a loophole in the law and shut Kyle's group down...?

3:  Health Farm

Story:  Union leader Charles Wainwright is sent to a conference in America by the PCD to trumpet their cause.  However, he gives a speech that derides the PCD and everything it stands for.  On arriving back in England Wainwright is picked up by the PCD.  Kyle sees an opportunity to get at the PCD if he can manage to get an interview with Wainwright.  However, the PCD are already moving to stop Kyle...

4:  Decoy

Story:  Dr Sondeberg visits Britain to look at the work of the PCD.  However, he has an ulterior motive for visiting this country.  Meanwhile, Kyle's associate, Dave Brett gets Kyle to obtain a permit allowing them to travel around the country.  Dave has a deal to get people out of the country with notorious gangster Sammy Calhoun which Kyle does not like at all...

5:  Voice From The Past

7:  Witness

Story:  The PCD put Kyle on trial for helping people leave the country illegally.  However, the trial hangs on the evidence of Dr Vickers, who is now resident in America.  The PCD go to America to offer Vickers a deal they think he cannot refuse.  Will Vickers stick to his principles or take the PCD's offer...?

8:  Non-Citizen

Story:  After winning the trial Kyle has a right to feel smug.  However, the PCD have a trump card to play.  They revoke his cards which allow him to work and get food making him a non-citizen.  Having lost his home Kyle is forced to live rough on the street.  Meanwhile Calhoun goes to Brett asking for Kyle's help.  Finding him, though, proves to be a difficult task.  Will they find him before the short life expectancy of non-citizens runs it course...?
